UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a latest poll of municipal councils, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in England stated that six out of ten of councils are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and land to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of councils seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and utilising savings to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Financial Strains

The survey of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of councils will have to increase local levies next spring to cover the rising cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but certain measures require time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “We face population challenges which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of county councils recently also found council budgets being stretched by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (IMD) for English councils, many key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” noted the study.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and need,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey revealed.
